By- Laws
(By-laws revised
January 1, 2015)
1. MEETINGS:
a)
Meetings
will come to order at 7:00 pm
for
all members on the second Wednesday of each month.
b) Secretary
will read the minutes from the last meeting.
c) The
treasurer will give his report.
d) President
will bring up old business.
e) President
will open floor for new business.
f) Tournament
director will give his report..
g) Trophies
will be awarded.
h) The
winners 1st through 3rd will give a briefing on what they
used.
i) The
meeting will be adjourned.
2. POLICIES:
a)
All ideas and suggestions brought up will be placed on the floor
as a Motion and will be voted on by the members present.
b)
Any motion passed can be challenged.
The challenger will have 5 minutes to voice their challenge.
c)
After 5 minutes the club will re-vote on that motion to accept as
read or reject as read. If accepted,
it will become law and enforced from that moment on.
d)
All members are encouraged to express their suggestions and ideas
that will be beneficial to THE WEST
HERNANDO BASS CLUB and its’ members.
3. DUES / CLASSIC RIGHTS
a) Yearly dues
of $180.00 per year to be paid as follows:
$60.00 in January with 8 equal payments of $15.00 per month for the
balance of $120.00.
New members joining at any other time of the year must pay $60.00 upon
joining plus
equal payment for the remaining months left in the year to equal the
$120.00 by October 1st.
To qualify for classic rights you must have paid in full the total yearly
dues of $180.00,
You must have joined the club by the June meeting, and participated in at
least four (4) monthly
club tournaments, between Nov. and Oct.
To join at any time of year and forego your classic rights your cost will
by $38.00 and
$15.00 per month for the remainder of the year.
b) Any member
whose dues are not current will not be eligible to fish in club tournaments or
the
classic. Any member whose
dues are three months in arrears will be dropped from the club.
To rejoin, it must be as a new member and this rule will be strictly
enforced.
c) PAYBACK
–Monies will be paid to all members in good standing at the Classic based on a
payout schedule selected by the members.
4. GUESTS:
a) No guest
will be allowed to fish unless they are with a current member.
Guest fees are as follows: Regular
guest - $15.00.
Immediate family member non-competing – no fee.
Immediate family member competing - $15.00.
This applies only to monthly tournaments, only paid member will have
classic rights.
There are no guests allowed at the classic.

5. NON-BOAT OWNERS:
a) It is the
sole responsibility of the non-boat owners to obtain a seat in a boat as soon as
possible,
so
that the boat owners may bring a guest or pair off together. Club is not
responsible for securing
a
ride.
b)
Non-boat owners will share the expenses, including ramp fees, boat
and vehicle fuel charges.
6.
GENERAL RULES:
a)
Remember SAFETY FIRST. The
club requires each member wear a life jacket when the boat is
on plane. All boats equipped
with a kill switch must use it.
b) No alcoholic
beverages or illegal drugs will be used during a tournament.
Use of alcohol
will
mean disqualification from the tournament. Use
of illegal drugs will be expulsion from
the club.
c) Any member
showing up late for a tournament blast off must find a paid member to have his
live well checked. If you
fail to have it checked, you will be disqualified.
d) First
through third places will be awarded at the next club meeting after the
tournament.
e) Monthly big
bass monies will be paid on the day of the tournament at a rate of 80% payback
and
20% retained by the club for the classic.
f) All fish
will be released alive. All boats
will be equipped with live wells, or some means of
keeping
the fish alive. A dead fish will
cost 4 oz. per dead fish. No more
than 5 fish per
member
will be allowed in the boat of which one can be more than 22 inches, all other
fish
should
be culled and released at location where caught or per exemption.
g)
All fish to be a minimum of 14”, unless exemptions are obtained.
A courtesy check by another board
member if needed will be done before going to scale.
If more than 5 fish are brought to the scale you will loose the weight of
the heaviest fish. If any fish is
found short at the scale, you will be disqualified. Any courtesy checks must be
done before getting to scales. NO
EXCEPTIONS. REMEMBER THIS IS A CATCH AND RELEASE CLUB ONLY.
ALL FISH WILL BE RELEASED ALIVE.
h)
No more than two
people shall be in a boat at any time.
i)
Any member
using more than one rod at a time will be disqualified.
j)
Only artificial bait may be used.
Any member using live bait will be disqualified.
k)
All live wells and coolers will be checked by the Tournament
Director or Designee.
l)
All tournaments will be started by the Tournament Director, if
present or the next officer in charge.
m)
Anyone leaving the starting place, or fishing before being started
by the Tournament Director or starting officer will be disqualified. Contestants
returning late to the weigh in will be penalized
1 lb. per min. up to their total
weight.
n)
Tournament sites will be picked in advance by one month and will
not be changed unless the site is proven to be unsafe.
Change must be approved by the Tournament Director.
o)
Tournament starting times:
All tournaments will be started
at (Safe Light) to be determined by director or another officer.
All tournaments shall run to 3:00
PM., unless voted on at the ramp prior to the start.
p)
If a member is unable to attend a meeting, it is that member’s
responsibility to call another member or officer to get any changes that were
made.
q)
A tournament can be cancelled due to bad weather and rescheduled,
after being started if all
members
return to the launch site and no legal bass have been caught.
If any member has a
legal bass, the tournament cannot be cancelled.
The Tournament Director and officers can
call a tournament early due to bad weather or for a safety reason.
All legal fish will count
and all legal rules apply.
r)
Angler of the year will be determined by a point system as
follows: 100 points – first place;
99 points – second place, etc. down to the last person weighing fish.
All other attendees will
receive 10 points less. Year
end total will be based on the 10 best tournaments for each angler.
In addition 3 points will be awarded for attendance at each months
meeting up to 30 points.
s) The angler
of the year will receive a trophy for the most points accumulated in the
club’s
monthly
tournaments. As of January 2009,
Angler of the Year will receive their yearly
dues free, for the following year, an additional $100 prize will be awarded to
the angler catching the largest bag of the year at a regular monthly tournament.
t) No board
member elect may serve more than 2 consecutive terms unless voted on and agreed
to
by the majority.
u)
Nominations for the next years board will be held at the classic meeting
the night before the
tournament starts.
v)
Any new laws or changes in the club rules will be updated in writing in
December and cannot
be changed until December of the following year.
You made the by-laws, stick by them.
w)
Maximum number of club members at any one time will not exceed 36.
If membership
reaches 36, a waiting list will be maintained for prospective members.
x)
Classic Site will be Voted by members at March Meeting. Classic may not
be held at same site
More than two years in a row, unless climatic conditions exist.
y)
z) One
new lake will be selected by the tournament director to be fished on a month he
selects.
